Because EMI are owned by a company called Terra Firma, who have no particular interest in music and recording. They bought EMI because they thought that they could make money from it, but they couldn't, so they are now selling it's most valuable asset.
When an organisation becomes a public company, it can be bought and sold amongst people whose only interest is profit. Other recent examples - Manchester United, Cadburys, the Corus steelworks on Teesside. It's why our railways, our water companies and our energy companies are largely owned by foreigners who cream off profits, while screwing the British public through charges, fares and taxes.
