It does look more like Brian, but ...
Jet changed from blonde to dark hair some weeks before Tony left the band
The original sheet music from which this picture came lists Tony's name underneath it
Jet switched to a fiesta red Precision Bass around March/April 1961, some 7 or 8 months before Tony left
Is it likely that the sheet music of a tune released in July 1960 would be reissued with a new photo after October 1961 - the tune was not that popular at the time.

My conclusion - it must be Tony, but not a very good picture of him.

Bruce reckons - based on what can be seen in the picture - that this is 1959 and that it's Tony playing drums.

I`m not sure that the pic was shot during a recording session because the boys didn`t wear headphones.
Could it have been only rehearsals ?

The players didn't use headphones much when recording back then- that was 50 years ago...!
