The Vintage Sounds system is based on going via an audio interface to a DAW with VST plugins, then routed back out to a VOX AC30, this obviously provides a VOX tone and brings valves into the equation.
Given one already has an AC 30/15 or suitable amp and audio interface, I believe the plugins come from shareware or free sources, there is no doubt Christian Boileau’s sound is excellent!
I’m using an iMac and have taken a different route after many years of using Logic pro and MainStage, but it’s not a budget option.
My DAW is Ableton Live 10 Suite (about to be updated to version 11, which is a free upgrade early next year if you purchase version 10), but there is an entry level “Lite” version that will probably suit most people recording guitar to back track (on offer at the moment for £55.00, normal price £69.00). Apart from wireless connection and Peterson Strobe Tuner everything after a Focusrite “Claret Pre 2 USB” audio interface is plugins.

https://www.ableton.com/en/shop/live/My main plugin is Line 6 Helix Native, which is again is not a budget buy at £399.00 plus VAT, but I tend to agree with the reviewers that having tried many of the other top amp sims this ranks amongst the best, it comes with many amp models and potentially has nearly everything you need with included FX.

Another more reasonably priced amp sim that is hight rated is Scuffham S-Gear, no specific Vox modelling but but certain models can get you there.
