The winnging country must set it up the next years, and most don't want to because of the cost, so they select songs which can't win. It's been the case for UK and France for years !

Bruce tells a joke that goes along the lines of 'Before we went on, Bill Cotton came up to us and said "just make sure you don't win!"'

I remember joking about this already in 2003 on ShadowMusic before anyone else did. The following year when in Brighton for the Final Tour Shadows' concert I heard Hank Marving when introducing "Let me be the one" state about Eurovision : "we have been asked not to win, so we finished second"...
