Punch and Judy men use a 'swazzzle' in their mouth/throat to make the 'Mr Punch' voice.

Could the performer have a gadget in his mouth/throat that makes a whistling sound which he 'tunes' by altering the mouth cavity, rather in the way that a jaws harp is played?
