Assuming you haven't got an internet connection issue, trying a different browser will sometimes get you into a site other browsers can't (for some reason) reach.

Mozilla Firefox always gives me trouble when trying to access my bank account(s) online (it just will not remember my settings and forces me into a text message every time), but the AVG Secure Browser (a close cousin of Google Chrome) gets me there without any hassle.

Cookies are often the problem, "private" browsing mode will often resolve these problems and is safer if you are doing financial transactions as it doesn't retain information when the browsing session is closed.
