Many times, in this section of the forum, I see that someone has uploaded a Shadows track or similar, and clicking on it takes me to a Soundcloud page.

However I was always of the opinion that Soundcloud was for original works only, not covers. To quote:
"you can only upload tracks to your account that you own the copyrights for or have the appropriate licenses or permissions to share"

So has someone found a way to get round this?

I'm not sure about that. I loaded something onto SoundCloud that included a bit of commercial copyright music, only for it to be rejected immediately for exactly that reason!
I've noticed that YouTube can be a bit inconsistent, sometimes allowing some commercial music on and sometimes not. Maybe both it and SoundCloud are using similar, slightly unreliable automated software?
